This website is for the homeowners and residents of Somerset Hills Phases I & II, located in the Churchill Area Neighborhood (CAN) of Eugene, Oregon.

Our neighborhood was built in the ’70s by the Breeden Brothers with the intent of providing a comfortable and valuable place  to live.  The Board prides itself on taking responsiblity to ensure that our green spaces are maintained and our neighborhood is an enjoyable place to live.  This means that the Board has traditionally taken a “light hand” when it comes to enforcement of the Covenants, Conditions, & Restrictions (CCRs) and annual dues increases.

The full name of our non-profit corporation is Somerset Hills Homeowners Association, Inc., Phases I & II, but we typically refer to ourselves as the “Somerset Hills Homeowners Association”.

General Board meetings typically take place on the third Tuesday of odd-numbered months. They are open to any Association member wishing to attend. We hold an annual meeting every January to which all members are encouraged to come.  See our calendar for upcoming meeting dates, times, and locations.
 
Work/Party for Common Area Groundskeeping and Maintenance occurs monthly on the first Saturday, March through November 10:00am – 1:00pm. and meets near the bus stop on Brittany. Check the HOA calendar for reschedules (in case of inclement weather, holidays, etc.).

Lodging a Complaint

Do you see something in the neighborhood that is a potential violation of our Somerset Hills Covenants, Conditions, and Restrictions (CC&R)?  These Restrictions were put into place by Breeden Bros., the developers of our neighborhood.  Their intention is to maintain the highest possible value of our homes with the least amount of intrusiveness.  Several Years ago, the HOA Board had to decide how to enforce violations of the CC&R restrictions in the neighborhood.  Legal experts were consulted, and the enforcement of the restrictions became complaint driven.  When the Board receives a formal complaint, the property in question will be reviewed utilizing THIS checklist.  If any restrictions are being violated, the homeowner will receive a written letter outlining the specific violations and requesting they are corrected.  The Board will review after a reasonable amount of time and further action will be taken if deemed necessary.

Please understand that the HOA Board is comprised of just a few of your neighbors who are volunteering their time.  The Board focuses their efforts towards maintaining our common areas, including cleaning up hazards, planting and removal of overgrowth, elimination of pooling water, etc.  Often these thing consume more time than the Board members have, and this is, in part, why complaint driven enforcement was adopted.  Please don’t think of this as tattling on your neighbor, rather as a way to ensure our neighborhood is a desirable place to live for everyone.

What if my concern isn’t covered by the HOA?

Avoid an Uncomfortable Confrontation: Take Action & Call the City

The Eugene City Office investigates complaints and enforces compliance with the Eugene Code in a number of areas, such as tree and natural resource preservation, nuisance standards including junk and debris, development standards for property and buildings, zoning issues for animals and home occupations, and overuse of street parking. Here is what you can do:

  1. File a complaint online at www.eugene-or.gov. Follow the links to Nuisance and Zoning Complaint to learn more about these types of regulations. At your request, your identity will be kept confidential.
  2. Call the Land Use Enforcement line for specific information at (541) 682-5819.
  3. Call non-emergency Eugene Police at (541) 682-5111 for loud parties and disruption concerns.
  4. Call Eugene Parking Control (Monday –Friday) at (541) 682-5729, 9:00 am to 5:00 pm. Outside these hours, call non-emergency Eugene Police at (541) 682-5111 for vehicles parked unsafely or overuse of street parking.

Waste Service  There are a few options in our neighborhood. Apex Recycling & Disposal (541) 607-2042 and SaniPac (541) 736-3600 have current collection service in our area, and Royal Refuse (541) 688-5622 services Eugene as well.
